Trump promises to pay every US adult $5,000 if Republicans win midterm elections

US President Donald Trump has floated a plan to pay $5,000 to every adult American citizen if Republicans maintain control of Congress after the November midterm elections.

The proposed payment, which Trump referred to as a “Trump dividend”, was announced during his address at the Republican midterm convention in Dallas, Texas.

Trump did not provide a detailed explanation of how the programme would operate or when eligible citizens would receive the money.

He said, however, that the payment would be restricted to US citizens and would have to be spent within the United States.

The president attributed the proposed payout to what he called America’s “tremendous economic success”, presenting it as a benefit that could be returned to citizens.

Trump also drew a comparison with the $1,776 payment received by US military personnel in 2025.

That payment, however, was connected to a military housing stipend that had previously been authorised by Congress and was not a new Trump-created programme.

The scale of the proposed dividend could make it one of the most expensive direct-payment programmes ever considered by the US government.

Based on an estimated 240 million adult US citizens, paying $5,000 to each person would put the potential cost at around $1.2 trillion.

The proposal has consequently prompted questions within Republican circles about where the money would come from.

Texas Republican Congressman Chip Roy has raised concerns about the financial implications, noting that the proposal could carry a price tag of more than $1 trillion.

A Republican operative also criticised the idea, suggesting that the proposal could be aimed at influencing public sentiment before voters head to the polls for the midterm elections.

Trump’s announcement comes as Republicans seek to retain their congressional majority in the November elections, with control of Congress expected to be a major factor in the political direction of his administration.
